WHAT IS FILM FACILITATION COLLECTIVE?
Film Facilitation Collective (FFC) 2026 is an initiative to develop young local filmmakers, strengthen community connections, and provide structured industry engagement. It consists of two components:
Film Facilitation Collective — Internal: Two closed-door batches focusing on peer learning, collaboration, and articulating creative processes.
Film Facilitation Collective — Open: A one-day public forum and short film mentorship pitching
WHO CAN APPLY?
- Singaporean/PR filmmakers aged 35 and below.
- 8 individuals will be accepted for each track (profession).

Nelicia Low
Director
Pierce (2024)
Writer-director Nelicia Low grew up in Singapore where she represented her country as a National Fencer for 5 years. She retired after the 2010 Asian Games to chase her childhood dream of being a filmmaker.
Nelicia received her MFA in Film Directing at Columbia University in New York in 2018. Her debut feature film Pierce is a fencing-thriller based on her relationship with her autistic brother. It explores the ideals of sibling love and the illusions we project onto those close to us. Pierce premiered at the 58th Karlovy Vary International Film Festival in 2024, where it won her the Crystal Globe Award for Best Director. It went on to screen at Vancouver IFF, Busan IFF, Rome IFF, New York Asian FF, TIFF International Cinema Cafe. It won the Grand Jury Prize at the 2024 La Roche Sur Yon IFF and the Andrzej Wajda Krakow Film Award at the 2025 Mastercard OFF Camera IFF. Pierce is represented by Magnify, the sales arm of Magnolia Pictures, and was released in theatres in France, the Czech Republic, Japan, South Korea, Indonesia, Taiwan, Hong Kong and Singapore.
She is managed by The Gotham Group in the US and is working on DUET, her American debut set in the world of Cantonese Opera in 90s San Francisco.
In her films, she asks the same question again and again - What is love?

Tan Si En
Producer
Momo Film Co
Tan Si En is a film and television producer and the founder of Momo Film Co. An alumnus of ACE, Berlinale Talents, and Rotterdam Lab, they have produced acclaimed films including Dương Diệu Linh’s *Don’t Cry, Butterfly*, winner of the Grand Prix and Most Innovative Film Award at Venice Critics’ Week 2024; Nelson Yeo’s *Dreaming & Dying*, winner of two Golden Leopards at Locarno 2023; and Anthony Chen’s *Wet Season*, Singapore’s 2021 Academy Awards submission and winner of 12 international awards.
Si En’s co-productions include *Nagi Notes* (Cannes 2026, Competition), *A Useful Ghost* (Cannes Critics’ Week 2025, Grand Prix), *The Year of the Everlasting Storm* (Cannes 2021), *Arnold Is a Model Student* (Locarno 2022), *Levitating* (Sundance 2026), *Andragogy* (Toronto 2023), *Some Nights I Feel Like Walking* (Tallinn 2024), and *This City Is a Battlefield* (Rotterdam 2025).
They are currently developing projects by filmmakers including Daniel Hui, Nelson Yeo, and Calleen Koh. Si En also supports Southeast Asian talent through the Objectifs Short Film Incubator and Momo Distribution Grant. Their accolades include The Straits Times’ 30 Under 30, Tatler Gen.T, and Singapore’s 2024 Young Artist Award—the first awarded to a film producer.

Arthur Chua

Arthur Chua is a Singapore-based art director, production designer, menswear designer and creative director with over 25 years of experience in television commercials, film and brand storytelling. His work is rooted in observation and shaped by a contemplative approach to design, storytelling and culture. Through The Stray Council, his ongoing creative practice, Arthur is now venturing into personal filmmaking, exploring memory, identity and the quiet poetry of everyday life.

Shyan Tan
Cinematographer
Will You Still Be My Friend (2026), Dream Stall (2026)
Shyan Tan is a Singaporean cinematographer whose work spans feature films, narrative shorts and selected commercial projects. His work is defined by emotionally grounded visual storytelling, with an emphasis on naturalistic lighting, spatial composition and performance. His films have screened at internationally acclaimed festivals including the Sundance Film Festival and the Locarno Film Festival. In 2023, he became the first cinematographer to receive Singapore’s Young Artist Award.

Method & Madness, the creative production studio working globally across film, VFX, animation, experiential and AI. With roots in high-end visual effects and production, we bring together storytelling, craft and new ways of making to create work for brands, entertainment and culture.

Cheng Chai Hong
Director
We Can Save the World!!! (2025)
Chai Hong is a Singaporean director and screenwriter, with work spanning indie film, broadcast documentaries, kids’ comedy, and primetime drama. Starting as a 2nd Assistant Director on the 2016 Cannes Film Festival entry A Yellow Bird, Chai Hong now works as a commercial director, with projects for Lazada, Fairprice, Singapore Tourism Board, and Changi Airport Group, amongst others, under his belt.
Alongside his commercial work, he’s also the creator/writer/director of indie comedy web series Average Guys and Neighbourhood Watch Task Force, while his short films have screened at international film festivals, including the Student Academy Awards and New York Asian Film Festival. He wrote and directed Mr Kiasu 2.0, and released his first feature film, We Can Save the World!!!, in 2025.
